请问国际生可以申请application fee waiver呢？

CBS的application fee 里有一条写了Fee waivers are available to full-time students，这个可以申请么？
Applicants requesting a fee waiver should select the “Check or Money Order” payment option when submitting the online application. Applicants who qualify for a fee waiver should fax a fee waiver request letter to 212-662-6754 and explain their need for a fee waiver in the optional essay. Please allow up to three weeks for an update to your online status confirming that your fee waiver has been approved.
不可以发邮件吗？一定要fax吗？

个人建议这个钱就不要省了，还得写essay解释，多容易节外生枝啊。本来这个学校就不容易申请。
