Is it Subjunctive Mood?

Developing nations in various part of the world have amassed 700 billions in debts;at stake,should a significant number if these debts be repudiated, is the solvency of some of the world's largest multinational banks.

Bai Yong  said that it was subjunctive mood. If that were true ,I think the main clause should be 'would do sth'.That is, not 'is the solvency',but'would be the solvency'.

Could you analyse the sentence for me ?

在这里不应该是subjunctive。实际上，should是个特殊的词，条件句里用should，主句可以用陈述语气，也可以用虚拟。只有should可以2者通用。别的词只能是陈述vs陈述，虚拟vs虚拟。
