was nearly twice as fast aS the 1970’s．

(B)twice as fast as it was in
(C)twice what it Was in
(D)two times faster than that of
(E)two times greater than

答案是C。
1、what it was in ,what和 it分别指代什么？
2、B中的it指代the rate of increase ,那么twice as fast as the rate of increase was in the 1970's错在哪呢？

IMO: Normally when it refers to the times, the usage is "X times + n". Therefore, "twice what it was" here suggests "twice the rate", and accordingly "what it was" indicates the rate.

If B were correct, I would rewrite the sentence as:
in the 1980's the minority population increased twice as fast as it did in the 1970's.

The rate 和 fast搭配不太对吧，我觉得应该和Higher或者greater搭配，Increase 和 fast搭配，这样直接就排除ABD了，E明显是比较的对象不一致，所以选C
