normally schools will give out results by April 1st, and they will for sure let you know whether you are admitted or not. Why bothers to reapply before the result come out?

your friend's T score is quite low, though the GPA is amazingly high, though high GPA probably doesn't mean too much as your friend attended University in China. Since you didn't include your friend's other experience ( school activities, working experience, etc), it is really hard to tell.
frankly, purely base on the T, it would be hard to imagine, at least for me, how can your friend get into Duke, Berkeley, or Cornell, though I guess I can't completely rule out the advantage that the high GPA can bring.
Personally I think your friend is fine, and after all it's too late to apply for new school anyway, as most of schools that I know stop accepting application after Feb.

她其他经历几乎没有，所以我就没写。她对自己是有一些过度自信啦，不过只要有一所学校能录取就可以了。
