A中that做approve的宾语，倒是能理解，但我看不惯这个句子，这里的it是什么？

另外，A表达成：increase in wages that was expected to approve as a result of negotiations,不是看上去更好，而且意思也对吗？这里that也是一个定语从句，that也做expect的宾语，为什么用that it expected这种形式呢？

it 指 主语the city.

楼主的句子的表达，我个人认为是正确的；但是：

1、选项中只有A是正确的，只能在五个选项中选；

2、A和表达和楼主的表达，意思有一点区别。原句A——the city期望的；而楼主的表达——不知道这个期望是由谁发出的。
