关于where从句的问题---老PREP-1-81

我看题时，认为A逻辑错了，因为它说电力只到了1%的家庭，而在这些家庭中照明仍然是靠蜡烛。
（其实应该是99%的家庭点蜡烛吧。）
我实在不明白为什么where不是修饰one percent of homes而仅仅是homes？而且把意思从1%的homes一下转到了99%的homes

而且再看老prep-55的正确答案，
Shipwrecks are more likely to be found undisturbed at great depths than in shallow coastal waters, where archaeological remains are exposed to turbulence and are accessible to anyone in scuba gear, whether archaeologist, treasure hunter, or sport diver.---正确答案

这里where不是指代waters，而是shallow coastal waters
可前面那题就不是1% of homes，而是Homes(prep笔记上说的指代Homes,也只有这样能变成符合的逻辑意思）

因为 where修饰的是homes，而不是one percent of homes

homes才是where的先行词，是指所有的家庭。in less than 1 percent of homes 整体向前作为electricity的成分（不确定是否是表语，如果错了请指出）。

就算修饰的是one percent of home 也没有错误。因为可以理解为这百分之一的家庭通电了，但是照明依旧主要是用蜡烛和气。
