为什么选A不选C呢？不是can 优于be able to 吗？还有B的问题出在哪里呢?

and前后要并列，结构要一致，
is likely to be ..... and is often unable to ...

情态动词不可随便替换，丢失，添加

be disadvantaged有双重含义：处于不利地位；被损害。GMAT考试要求避免歧义

the word disadvantaged changes the meaning. Disadvantaged means you grew up in a family without money or social status. At a disadvantage gives us the intended meaning: that the president is going to face unfavorable circumstances during the final two years of his second term.
