正确答案是C
我认为PROBLEM应该接OF结构故答案是B或D中的一个，但具体是哪个，我不能够确定，待到我去看正确答案时一看是C，顿时晕菜了。白大侠对D选项的解释是AND可以连接WATER和OTHER RESOURCES共同修饰MANAGEMENT，也可能连接PROBLEMS OF WATER 和OTHER RESOURCES MANAGEMENT，连词的连接对象产生争议。
可是照白大侠对D的解释，C选项也存在同样的争议啊？
请教各位大侠了！

in my view

what kind of problem---->management problem

then what kind of management -------->management of (water and other resource)

1. water is one kind of source, exclude A B and easy to exclude E

2. compare C D , I think it easy to choose the C as the better one
