原文的意思是：酸雨、酸雪的形成是由于工业排放的SO2和NO 与大气中的水蒸气共同作用产生腐蚀性的硫化和氮化酸性物质。

to produce这个不定式在此处强调了结果。

至于你所说的－如果and atmospheric water vapor which HAVE produced highly corrosive sulfuric and nitric acids －我认为不对，因为which引导定语从句一般就近修饰名词，所以一个用来表达对前面整个内容进行修饰的to produce被改成which引导的修饰water vapor的从句，就改变了原文的意思。

但是，这里这个to produce表示强调结果，我还是不太能够理解啊！为什么producing不对呢？是因为分词短语producing……就近修饰water vapor的原因吗？如果是因为分词短语就近修饰而造成逻辑意思不通，那么介词短语to produce没有就近修饰的原则么？

偶觉得这个不定式是修饰中心词名词reaction。也就是the chemical reactions to produce highly corrosive sulfuric and nitric acids. 不定式做定语很复杂，其中一个情况就是不定式可以表达出may，can，must，will或should等情态词的作用。本题这种用不定式做定语的用法，你可以查阅《英语语法大全上册》张道真，温志达P721-727，或许会有帮助，别的书中都没有详细介绍。
