找不出什么漏洞啊

试一下，找了两个漏洞，不知道对不对：

1、即便政府要求公司详细报告生产过程，但是公司提交的报告的真实性无法核实，公司可以提交不真实的报告搪塞政府。

2、即便提供了报告，不采取其他措施，对环境的伤害不会消除。

比较难实现，不现实，每家公司有自己focus business，没有太多energe or financial 投入，不如交给guild或environmental department 统一solve， more effectively

to produce detailed annual reports on the environmental impact of their manufacturing process不等于能减少environmental damage ，要有具体的措施；

太多energe or financial 投入到producing such report may cause no much time or money 应用到produce specific measures to solve the problem

瞎想的，不知对不对 

但感觉 题中主要是将produce report 当作the method to solve the problem
