关于TOEFL的送分问题

大家都知道现在TOEFL考位不好刷，我也是好不容易刷到一个20号的考位，现在的问题是我想申请的学校的R2的DEADLINE都在09年一月初，也就是说基本在DEADLINE之前我的TOEFL成绩是出不来的，不知道学校接受这样的TOEFL成绩么？

另外我询问了一所学校，他们给我一个这样的答复

Please be advised that the Admissions Board is unable to accept or review applications without an IBT TOEFL or IELTS test date of the month prior to the round deadline date. Please report this information in the Additional Information section of the application.

        
We are unable to make exceptions to this policy under any circumstances.

请问这个答复怎么理解，到底是接受还是不接受啊？我理解是不接受，但是如果不接受为什么让我把情况放在additional information里？

还有就是如果是R3基本没可能拿奖了（本来也没啥希望)，问下大家R3的话录取率是不是不太高？

那如果送application的时候没有T的成绩，学校怎么评价语言能力？G的V?还是说等T的成绩到了再审查T的成绩
