"What is much more difficult to ... is" is absolutely right and mostly used; "What are much more difficult to ... are" maybe right (at least some people use it), but "What is much more difficult to ... are" is incorrect.

What 在句中做主语:What is… is…. / What are … are…
e.g. What is difficult to understand is A.;What are difficult to understand are A and B.
