答案是E
但是我总觉得must 改变have to 的意思。have to 是一种外加的条件使得主语必须做某事。而must是主语主观上要必须做某事。
我记得gemj举过关于2者区别的例子：
I have to go now.我不得不走了。
I must go now.我想我必须走了。
而 the project 能主观必须做谋事吗？
或者我钻牛角了。对于A答案是不是错在as a result of the river becoming so heavily polluted的表达上了？或时态用将来时？
