GMATPrep里的一道题

 这道题我想问it is not so much that虽然很wordy, 但是语法上这是正确表达吗？如果不正确，应该怎么改正确呢？ 

另外，是不是以后大多数看到it is开头表示强调的句子都可以99%忽略？

 这道题是不是暗示although不如but呢？(虽然仔细看C有另外的modifier问题,所以C肯定是不对的,但是就although和but的表达上来比较)
