是这么回事: 划线部分and之前的是一个比较句, a newly developed jumbo rocket和the space shuttle比较, 前者用将来时will表示还没有正式投入使用, 而后者是已经存在的东东, 不能用将来时, 所以要将相应的助动词can补全, 后面的比较点: deliver a heavier load of instruments into orbit 对两者都一样, 就不用再补充出来了, 否则很累赘.

and后面是一个省略的比较句, 补充完整应该是: and the newly developed jumbo rocket will be able to deliver instruments into orbit at a lower cost than the space shuttle can. 由于比较对象没有变, 而且谓语动词都一样, 所以只是把不同的比较部分说出来, 不会引起歧义, 读者会将省掉的那些补充出来的. 这样就形成了题目中的表达方式.
