In some countries, television and radio programs are carefully censored for offensive language and behavior. In other countries, there is little or no censorship.

In your view, to what extent should government or any other group be able to censor television or radio programs? Explain, giving relevant reasons and/or examples to support your position.

According to a survey conducted several years ago, many people believed that the government or any other group should carefully censor the television and radio program for offedsive language and behavior. However, each coin has two sides. Today people in growing number hold the opposite idea. According to them, the government or any other group should not censor the television and radio program for offedsive language and behavior at all. Since different people have different backgrounds, whether one choice takes precedence over the other depends on specific conditions. As far as I view the controversy, I qualitied agree that under some circumstance, the authorities should censor the program for offensive language and behavior. In the following discussion, I will employ some concrete examples to substantiate my standpoint.

In the first place, in some specific cases I am quite in favor of the idea that the government should censor for offensive language and behavior, especially when there are many children who watch TV programs everyday. The important reason that can be presented to develop my position is that children may easily follow the offensive language and behavior in the programs, making them easily fall into crime. For example, in our local city, there were no ban on the program with offensive language and behavior 10 years ago. Many students went home to watch these programs. Then many violent accidence occurred in the school. Since 2000, our local government has established a restrictment on the program to censor for the offensive language and behavior. The accidence occurred has declined. Besides the already familiar example, much more evidence lends support on the conclusion mentioned above. Thus, when there are many children in the city, we should surge the government to carefully censor the programs.

In addition, though many people argue that this action may suffer from many obvious drawbacks in some situations, I admit that this action can largely reduce the rate of crime in some developing countries. The reason is not far to seek. According to a survey conducted by the sociology department of Shandong University among many adults in China, 79 percentage of the respondents would like to carry on a crime after they watch the offensive programs. The result also indicates an increase of 8 percentage within 5 years of the rate of people who commit crime. The significant changes occurred in the past few years result from the fact that many provinces in China have relaxed the restriction on the TV program and therefore there are more and more offensive language and behavior on the TV programs. Thus, when we broadcast some programs in developing countries, we should carefully censor the programs.

Nevertheless, recognizing that a more applicable choice should incorporate different aspects of the issue as sufficient as possible, I have to point out that the  issue overstates the comparative of the government or group, and fails to consider some other essential factors. In short, the conclusion mentioned above is problematic in 2 aspects. First and foremost, the issue overlooks the importance of individuals. That is to say that the issue does not pay enough attention to the key role that individuals may play in the way to deny the offensive programs. What's more, though common sense and our personal experience tell us that we can gain benefit from the action in many areas, I have to point out that in some special cases, such as some entertainment, it is difficult for us to get the effect.

To sum up, the conclusion is not an easy one to get. The final judgment relies on a careful case-by-case analysis. However, taking into account all the reasons . which show the very dimension of the issue, may be the first step out of the problem. Public awareness will certainly contribute to the thorough understanding of the problem. In order to solve the problem, we should take measures to make more and more people realize the importance of the issue.
