13. “Responsibility for preserving the natural environment ultimately belongs to each individual person, not to government.”

The speaker asserts that each person should assume the responsibility for preserving environment initiatively and doesn’t dependent government. But in my point of view, with the developing of the industries and economy in the past 200 years, environment issue is more and more severe because government doesn’t assume its responsibility correspondently.

My main reason for rejecting the speaker’s position is that government usually promotes economy development at the expense of environment in the past. For example,
                            over the past four decades, the U.S. Army Corps of Engineers at Congress' request has been siphoning water out of the everglades to build canals and
                        increase agricultural and urban development. The effort has   resulted in decrease of everglades area and the loss of many indigenous plants and animals. As the evident noted above, how can an individual prohibit the trend? In my experience, government at first must realize the important of environment protection and don’t develop economy at the expense of environment.
     

My second reason is that environment issue is very complexity. It involves many people’s interests inevitably. Government, as the manager of society, should make some environmental policies to encourage people preserve environment. For example, government can encourage investors invest more money on projects which is contribute to decrease pollution and to improve environment by tax policy. And it also can penalize the companies which pollute rivers or emit chemistry gases. But a person cannot do it.
    

Those who support speaker’s view might point out that environmental issue can‘t solve, if every individuals don’t want to protect environment. Therefore each person has responsibility for preventing pollution. Yet, power of one individual is limited. The function of government cannot substitute. For instance, how a person prohibits this action? If a power plant emits excessively greenhouse gases such as carbon-dioxide. And do we expect every person plant a tree when a country want to increase its area of forest? It is unrealistic obviously. Government plays a more vital role on environmental issue, not individual.
    

In sum, human should expect every nations’ governments exert more function if hope global environment becomes better and better. Government should realize environment issue is as important as economic development and make environment policies to encourage individual as well as business protect environment and to penalize people who destroy environment.
