sorry, i forget to type the explain as following:

"Choices C, D, and E produce the ungrammatical construction requires of... employers to pay, in which of makes the phrase incorrect "

這題我看得也覺得奇怪，一般 require的用法，根據我老師說的，是這樣的
require (of) sb to do sth
require that S+V
require + N

一般都把 of 省略了，但是 Office Guide #104 這一題我就不知道為何他的解釋是這樣...
