calgary is a 2nd-class school, business school is just so so, and the place is very very cold, not friendly, plus, its business school does not have enough $ for PhD students at this moment. anyway,no recommendation
I personally feel that it's hard to tell the overall ranking of a Canadian B-school. What's most important is whether your dept enjoys high reputation and whether your potential supervisor/coauthors have good network in top US schools. Academic is a small circle.

talking about Phd programs, UofT is the solo best, especially in Finance, where it can be compared to top 20 programs in the state. Queens has a small but strong program. UWO Ivey has a famous MBA program, but just so so in Phd education. York U is pretty good in finance, not so much in other disciplines. UBC's Phd in Econ is great, but its B-school programs are not up to par, yet. Mcgill is just ok. Simon Fraser is up and coming, but still has a long way to go. That's about it.
