我觉得A对啊,不过解释有些草率...

Of course the answer is D,if you use "had been allowed to dump" to modify municipalities, you are implying that "this action of dumping" is no longer allowed but just was allowed before 1972, but actaully, this kind of action is always allowed, only the amount varies from now and then.

The Verb terms have many implications.

可是我觉得应该选A 啊， municipalities had been allowed to dump into the Great Lakes.说明在reduced 以前大城市是允许dump into  the Great  Lakes 的。所以是过去的过去啊。

D has  some huge logical problems, In the next version, I think the OG will change its answer to A.
