If the business school has minimum requirement on TOEFL, why should admission committee spend time on those applications that do not meet the requirement?
So system is a good tool helping adcom reduce their work load.
I guess you can write an email to admission office and ask if your application will receive full consideration. Given your Gmat score, especially your verbal section score, they may agree to offer you an exception. As per my experience, some schools do state that TOEFL is just one elements, thereby encouraging you to apply, while others make it clear their TOEFL min requirements cannot be broken.
