我想问的是, ETS认为A 造成了歧义 像H把GNP花在了US 也没有任何问题

俺的问题是....光从语法角度上来说.  than 后面直接用 is spent 而不加, than that is spent ,

是对的还是错的??

Here is a clue:

 A larger % of X is spent on A than that is spent on B.

这里是主语相比较。that = % of X 所以that是必须的。

我认为从语法上没问题，可以理解为省略的共同的主语 a larger percentage of the gross national product
