答案是A，解释是sessions, tests, seems 是并列结构，但是如果是并列结构，and应该在seems前面吧？

我选的B,但是书上说seeming to be…… 句子缺少谓语，可如果是作为结果的伴随状语呢？

a parliamentary device that slows ... and tests ... 作 the filibuster的同位语。

他在排除C选项时用了楼主所解释的动词并列。

同谓语长了一点而已啦
