my answer is (c), while the best answer is (B), why?

此处不是regard... as... 的意思，是以 skepticism and caution 的态度看待 the possibility of massive earthquakers 。不能只套语法规则，不分句意。

如果是“以 skepticism and caution 的态度看待 the possibility of massive earthquakers ”，应该不用“a mixture of ”，with skepticism and caution就对了
