Clearly,government has a responsibility to support the arts. However, if that support is going to produce anything of value, government must place no restictions on the art that is produced.

To what extent do you agree or disagree with the opinion expressed above?----------------------------------

先翻译下，政府有责任支持艺术事业。但是，如果这种支持可以创造出价值的话，政府就不应该对艺术有任何的限制。

1. 两点论吧。

2。政府应该支持艺术事业。。说明原因。

3。这种支持能创造出价值，这也是对的。

3。但是支持并不代表要取消一切限制。艺术的形式多种多样，对公众的作用也会起到积极和消极的作用。对于哪些积极的作用政府应该提倡。反之，消极的政府应该限制。还可以反面论证。如果取消了限制会带来很多负面影响。比如说有人会以此为借口进行一些不健康的活动，或者有些艺术形式要适用于不同的人群，不同的年龄等等。

这样就差不多了吧？
