What you pointed out here hearkens back to a point I attempted to make earlier. That is, such issues as faculty unconcern about students' research progress and future as well as toxic advisor-advisee relationships have been observed to happen far more commonly in middle and upper-middle programs than in top or lower-ranking programs. This is surely something to watch out for. Remember, only a limited number of applicants get admitted to top schools, whether by strength or by fluke, while the vast majority end up in those that are middling or somewhat above.
While by no means being top-notch in the rankings game, the Iowa State program is the examplar of wholehearted commitment to student success.
