B. there are fewer than one-quarter as many
C. there are fewer than one-quarter of that amount
D. the number is less than one-quarter the amount
E. it is less than one-quarter of that amount

OA:B.
dz在A和B之间纠结良久最终选了A，认为less than在这里形容one-quarter比例，that many后省略（drive-ins）。而语法笔记解释“词组：less/fewer than X percent of Y，less或fewer的选用取决于Y是否可数，本题的比较对象是drive-ins。既然全句比较的是可数名词，相应地，需要用are、fewer和many/number等与可数名词复数形式相一致的表述。”

prep07 part1 81 同样出现了类似的less/fewer than X percent of Y考点：

In the major cities of industrialized countries at the end of the nineteenth century, important public places such as theaters, restaurants, shops, and banks had installed electric lighting, but electricity was in less than one percent of homes, where lighting was still provided mainly by candles or gas.

(A) electricity was in less than one percent of homes, where lighting was still
(B) electricity was in less than one percent of homes and lighting still
(C) there were less than one percent of homes with electricity, where lighting was still being

OA:A 正确答案句中的less than one percent of homes中homes为可数且可一个个分离的复数名词，如果按照上述语法规则这里应该用less才对，这里OA与语法规则出现矛盾。

所以综合两个例子中的“fewer than one-quarter as many”和“less than one percent of homes”，less/fewer than X percent of Y中less/fewer修饰的到底是X PERCENT还是Y呢？

先说prep08 part2 185，如果觉得是在比较“一个比例”要选A，或者说比较物是不可数名词，那么A选项的there are也说不过去啊，应该是there is才行，这题选B没毛病

再说prep07 part1 81，这里的确出现了“less/fewer than X percent of Y”这个语法结构，但在本题里面不是考点，本题的所有选项都是less，没有考察用less还是fewer

如果真的要从语法规则上来说，用fewer的确比用less好，或者说“更正确”，但既然考点不在这里，就把这个less当做是题目的一个瑕疵就行了，不影响做题
