OG 12里的一道老题，看了很多解释还是有困惑，有大神能给我解释一下吗？

(A) maybe none is more concentrated as
(B) it may be that none is more concentrated as
(C) perhaps it is none that is more concentrated than
(D) maybe it is none that was more concentrated than
(E) perhaps none was more concentrated than

答案选的是E，我的困惑在于时态，为什么用过去式呢？如果是perhaps none is more concentrated than 算对吗，和was比更好？
我觉得用一般现在时更好的理由：
千行整理版里面的解释之一是“brought”是过去式所以前面也要用过去式，但是从语义方面看，至今为止没有一个移民潮比“the wave that brought 12 million...”大，按照前面open modifier中的现在完成时，这个事实是成立的，所以用一般现在时更好，如果用过去式，就表示这个事实现在不存在了
