根据句意which修饰的应该是falling employment rates，SC 700-800给出的解释里说的也是修饰falling employment rates，但是我记得RON讲which跳跃修饰的时候强调如果跳跃修饰，先行词一定是介词短语，并且是修饰先行词的介词短语，这里triggered by a drop in investment明显不是介词修饰语啊。难道which跳跃修饰的时候，先行词后面可以接这种修饰语吗？求解答

楼主，此题有争议，一说正确答案是C，但是C的写法是这样的：c. falling employment rates triggered by a drop in investment, causing cutbacks in consumer spending and starting a cycle of layoffs that lead to even lower employment rates.
还有一说是open to discuss。供楼主参考

对，虽然C里面cause是复数只能指代employment rates，但是语法规则上我记得不能跳过这么长的分词修饰语修饰前面的先行词，所以有些疑惑

在a lowering of employment rates triggered by a drop in investment, which...里面，triggered by 是修饰a lowering of employment rates的，所以which用来指代drop in investment或者a lowering of employment rates都可以说的通。我觉得很难有个固定规则包括Ron说的。我更prefer通过which + Verb的单复数形式来判断Which指代的对象。
这题which cause/causes是一个split，另外一个split是后面两个动作是parallel还是修饰关系。
