正确选项是E。关于C和D都有一个疑问
C：如果expect改成expected是否成立?为什么they expect more priacy是said that后面的宾语从句，不是和said同级并列呢？如何通过语义判断呢？
D: 大多数解释都是expected的强约束性，expected to do。另外一个错误是，would在时间状语从句里面显的赘余。难道时间状语从句就不可以用would表示将来了吗? 如果死扣语义，would的问题是什么呢？过去有一个预期，这个预期是剽窃的增长会伴随着互联网将要发展；互联网“将要”发展有什么问题嘛？虽然可以是互联网正在发展，一直在发展；但是将要更加的发达不是也很正确嘛?

(C) Incorrect. For the following reasons:

Simple present “expect” is incorrect, as explained in option B.
The use of “more” and “increase” creates redundancy.
(D) Incorrect. The use of conditional “would become” indicating hypothetical situation with “as” indicating simultaneity of events is incorrect.

您说的和我在网上看到的一个意思，但是我并不能自己去理解。
这个互联网将要飞速的发展，expect本来就是一个对未来的预期吧？两个都是未来的事情，感觉真的没有什么不合适的地方。

我的理解是：
C：主要是expect时态问题，At the end of 2001. 如果改成expected，还存在more piracy to increase 表达累赘。SC中 avoid introducing unnecessary complexity是很重要的。但这是一个选最优解的过程，最优解不一定是最完美的。如果没有E，C改了expected可以为答案。

而且你纠结的一个：怎么判断 expect more priacy是said that后面的宾语从句，不是和said同级并列。这两个语义其实都说得通。原文存在的就是这个歧义，不必过于纠结怎么判断出来，而是要看选项里哪一个修改使语义清楚，逻辑准确，消除歧义。

D：would不是致命性错误，但E相比来说，表达更清楚直接简洁。句中没有地方indicate一定是将要发展，如果说加了个in the future，那显然would。

我感觉这里，只有B项是因为and expect不平行而被排除的
A and expected是可以看作和said平行
C and they expect 跟 representatives said平行。但这里考虑时态上，（我认为时态首先要根据时间提示词，再根据句子结构的提示，最后才是语意提示这样考虑），所以如果说这里是representatives过去表达了xx言论，现在这个时刻预期了xx情况，本身就很牵强。在句子语意上没有非常明显的提示的话，尽量保持复合句内的时态一致。
DE and 后面是that 宾语结构平行
D主要是as后面跟的是一个would become，这个是虚拟语气，也就是说当expected的时候，这个connection还没有广泛available。但这里就跟这个原句语意不符了，也跟as这个表示“当……”这个不符

我感觉在考虑这道题的时候，可以先根据and 平行来考虑，然后根据with 和as 的split来考虑（ABC都是with结构表示伴随，后面跟的是名词；DE是as结构表示状从，跟的是句子）。在这里语义上，Internet connection这里更强调动作。也就是常见的“句子优于名词”。
