纠结一个语法现象，that是否能指代一句话，求高手指教

这是OG19的一道题，正确答案B里面，我的理解是：that指代了“hurricanes travel from east to west”，并作主语；但是我们知道的语法规则是that不能代替前面的一句话，所以我很纠结在B选项里的这个语法点，也导致我最终没有选择B的原因。

请教高手的指教，帮我解释一下，真的很纠结啊！提前感谢啦！

gamt里面 that当代词的时候不能指代一句话
A项中的that是代词，代指from east to west，我感觉是没问题的（有待商榷）（因为并没有指代一句话）
但B项中 that is ... 这里的that应该是一个引导词引导词做主语所以是主语从句，只需要符合从句的要求即可。就像It is true that my mother is a teacher. 里面的that一样。或许...lz不必死记that不能指代一句话

我也在纠结这个但是这个that,直接看的话，还是分辨不出来啊这个 east是that后面出现的那个吗？
