OA is D.一道GWD，主要纠结在DE，down from还是by 呀这里down后面的用法是怎样的求NN解释好像网上的讲解都是针对前面，doing的急求！！！

两个用法都可以，楼主记得increase to和 increase by嘛？其实是一个道理

D选项
is/are A， down form B，其实跟 decrease from B to A是一样的意思，表示从B减少到A

E选项中by后面，接的是下降了多少

down form B by C，意思是从B，下降了C

都可以，但意思不一样。d的选项是说之前白人人口占百分之75，e是说，白人人口占比跌了百分之75，即白人人口占比是以前的四分之一。意思变了，所以选d。
