关于Ron笔记上的题目求大神解答

在Ron的SC笔记上看到一道题有点儿疑问想请大家帮忙解答一下：
The proliferation of so-call cybersquatters, people who register the Internet domain names of high-profile companies in hopes of reselling the rights to those names for a profit, let to passing the Anti-Cybersquatting Comsumer Protection Act in 1999, allowing companies to seek up to ￥100000 in damages against those who register domain names with the sole intent of selling them later.

在Ron的笔记当中关于划线句子的解释是：
“led to passing” --not idiomatic
comma+ING modifier is not used correctly (comma+"allowing") -- this needs to modify the preceding ACTION (led to the...). That doesn't make sense here.
以上是Ron的解释，根据之前Ron 笔记上关于comma+v-ing的用法: comma+v-ing modifiers must be closely related to the preceding clause. 我的理解是comma+ing modifiers应该在句意逻辑上和前面的句子保持一致。在这道题目里”通过这个法案允许公司去寻求赔偿“我认为是符合逻辑的，为什么Ron给出的解释是doesn't make sense?

，+ Ving 必须修饰前面动作行为.. 在这里明显不合逻辑

仔细读下句子，allowing companies.... 明显在修饰Act(法案）...法案容许公司寻求...
而不是修饰let to the.... 所以说不正确

我在后面的笔记看到了RON的解释，问题出现在passing这里。
关于Gerund的使用笔记上提到两种情况：
1: Gerunds are used when the subject is directly involved.
2: Gerund forms can also be used to describe a PROCESS performed by people--even if the person performing the process are not mentioned-- if the focus of the sentence is on the actual process.
按我的理解这里passing的主语没有出现所以不符合第一条，这里也并不是描述什么动作具体实施的过程所以也不符合第二条，所以也就不应该使用动名词的形式。
这道题的正确答案是: the passage in 1994 of the Anti-Cybersquatting Consumer Protection Act, which allows companies to seek up to $100,000 in damages against those who register domain names with the sole intent of selling
看了笔记上的解释感觉这个passage用在这里就没啥毛病
