两个疑问：
1. 为什么从句会是现在时？至少也应该和主句一致或者是过去时吧
2. over the past years，这种时间提示词是不是必须用完成时？

1.从句的时态可以根据情况跟主句的时态不一致，这里定语从句用一般现在时表示的是new fees的一种一般性的特点或性质，如果改成were harder and harder for customers to avoid的意思就是，这个new fees过去让顾客难以避免，现在已经不难了。2. over the past years表示的是一段时间，要用完成时态
