求问，这句话Stimulants, such as caffeine, can eliminate pain and fatigue while enhancing alertness, but, if used continuously for long periods, can cause users to develop tolerance and even addiction.是对的吗？while为啥可以直接在后面更v-ing形式而没有主谓语呢？

但是E的解析却说 creates an incomplete construction

不知道现在回答晚不晚，第一个是状语从句的省略，省略了Stimulants are（也就是主语和be动词），第二个里面willing是形容词，所以be动词不能省略，必须补上
