dedicate to 后面接名词或者动名词，A 没有硬性错误，但是很别扭，可以直接说strengthening the economy的情况下当然首选动词+名词。同样道理，后半句soil improvement and crop diversification比A里面的表达更简洁，整句读起来更顺畅。

句子想表达的意思是通过soil improvement and crop diversification来strengthen the economy of the South，with应该没有办法表达通过某种手段的意思吧，dedicate to＋king优于dedicate to+n

A里面 the economic strengthening 意思是“经济的强化”，经济修饰强化，强化是主体。但是C里面是strengthening the economy，“强化经济”，这里经济是主体，经济被强化了，这两者区别在于语意
