答案是A
viewing the economy..修饰的是谁呢？因为千行语法上说subject,verbing,verb结构中，verbing一律修饰subject,那么subject到底是 financial experts还是policy makers呢？我认为是financial experts。
但是ron是这样说的：(note that "Many financial experts believe that" is a completely disposable "warm-up" and can be disregarded without changing or restricting the grammar of the sentence at all.) 所以这个subject就应该是policy makers了
但是关键是这个所谓的warm up是怎么辨别的呢？（我看曼哈顿上也出现过）

这里很明显是修饰makers的，首先一个问题是那个从句没有结束，只有主语，now结构作为定语修饰makers，更简单的说法是句子层级不一样，处在从句那一级中逻辑主语为该从句的主语，还有一个最简单的判断，不管状语还是定语成分都是就近修饰，如果view部分想修饰前面的提前到句首
