答案选C

B选项：代词it是形式主语，还原为正常语序则有：
to remove and replace the discolored layer of varnish on the Mona Lisa is allowed.
这句话并没有说明remove和replace的逻辑主语是谁。在本句的逻辑上，这句话是restorers说的，自然应该是这些人去移除褪色的颜料，不能不指明remove和replace的逻辑主语。

以上是B的解释，想问一下为什么remove和replace的主语一定是restorers呢，不能说成，修复者说，如果蒙娜丽莎表面那层没颜色的涂层能被允许拿掉的话，xxxxxx吗，好像也没毛病吧，求解答谢谢

remove and replace the discolored layer, 是主动语序啊，如果像你说的就应该是被动的语序了不是吗。

if the discolored layer is allowed to be removed and replaced.

Allowed是Verb，不是adj

我不知道你看的是什么解释，但是这里完全没有必要去考虑什么形式主语。

这里只要知道if they are, then will 就可以了，因为前面是Restorers所以用的是They，it在这里根本就是错的，因为没有合理的precedent

这是gmat.la上的解释吧。

B选项确实是形式主语，动词不定式确实能当主语。至于楼主问的为什么remove and replace的逻辑主语就是restorers，这只能说是根据句子的逻辑意思判断的，或者说语感吧。

前面看到这道题里的be allowed to do时，我直接反应出是被动语态，而没有想到形式主语的可能性，但从语法上B是完全正确的，最后选择C而不是选择B，是因为：相较于无明确逻辑主语，GMAT更喜欢指明逻辑主语（当句子里有合适的逻辑主语时，这里restorers就完全合适）。

It is great to have the opportunity to attend the meeting. = To have the opportunity to attend the meeting is great.
It is allowed to remove and replace the discolored layer of varnish on the Mona Lisa. = It (subject) is allowed (verb) to remove and replace the discolored layer of varnish on the Mona Lisa.

后面一句不定式不能充当主语因为allowed 是Verb, 不是Adj.

SC的答案跟语感无关。因为每个人的语感都不一样。同样也不会有正确答案仅仅是因为GMAC喜欢这种用法。

谢谢关于动词过去分词和形容词的区分，这点我不是很清楚。
我说的“语感”或“GMAT喜欢什么用法”，大概更准确的说法是“GMAT认为什么是规范的表达方式”。
不过这道题B如果排除形式主语的可能性，逻辑主语是只能是restorers了。
