答案是D, 我第一次选了B，第二次选了C

我的理解是：划线部分是同位语，但是不清楚作为同位语修饰的是“almost 9 percent of the nation's clergy"还是与”almost...“一起作为双同位语修饰”20736 female ministeres". 也就是说不清楚到底是1977年的女性minister比例为4.5%还是人数为10368.
选B的理由是twice as many as （that in 1977)，有答案说这样省略的that指代不明，可是我想问这个that可以否指代主句中in 1986后的从句呢？
选C的理由是平行：只有C选项用的是in 1977，其他的介词都和主句不一样，不过我也觉得what it was的表述很丑，而且it的指代很不清晰

然而答案是D，我比较困惑的是介词为什么要用 for 1977呢？换成in会不会好一点。
