请问D中的almost不会出现掌管全句的错误吗？即 almost [ to double by the end of the year]AND thus (almost) [ to provide...]

不会啊，根据almost的位置，应该是只修饰double的。即，be expected almost to double and be expected to provide，预期年底产量近乎两倍，并为130万户家庭提供足够的电力。
