在曼哈顿SC的第12章"placeholder it"明确指出：placeholder it can postpone infinitive subject.
所以这题，我对B的理解是： if it is allowed to remove and replace the discolored layer, the colors will once again shine. -->
if to remove and replace the discolored layer is allowed, the colors will once again shine.
这样理解有什么问题么？

这题是选C吗？因为如果不补出的话，默认和后面半句话share同一个主语，即那些color。但这里用了主动的remove，所以应该是restorers做主语，必须补出they

那你还记得曼哈顿说代词指代必须要是明确出现过的且必须是名词的成分吗

'if it is allowed to remove and replace...', the sentence itself is not grammatically wrong. however it creates ambiguity as to what 'it' refers to. therefore it is not the same as saying 'if removing and replacing the layer are allowed...' which itself does not create any ambiguity that needs further clarification.
