新东方语法题疑问

In the 1980's the rate of increase of the population of the United States was nearly twice as fast as the 1970's.
A twice as fast as
B twicw as fast as it was in
C twice what it was in
D two times faster than that of
E two times greater than

答案是C
GMAT里不是只有当两个事物指的是同一个时才能用it替代吗，当两个事物不是同一事物但属于同意类别时不是应该用one/ones/that/those替代吗。这道题里的两个increase并不是同一个increase（一个在1980，一个在1970）为什么可以用it替代前文提到的increase？我选D
