请教prep04上一题的单复数问题

不讨论这道题本身的答案和选项问题（btw答案是a），我的问题是，到底1 percent of homes 是单数还是复数。
本来我认为percent+n.是以n.的单复数决定的，但是正确答案里也用的是less than，说明根本不可数？那么不可数的情况下表明这里是集体名词强调个体？但homes怎么会是集体名词我已经晕了，求解答。

这题我自己答。在gmatclub和Manhattanprep上混了下。
less其实是既可以修饰可数又可以修饰不可数的。修饰可数时表示small amount of sth. fewer几乎只可以+人。
