一直没搞清楚这两个what从句的区别：一个有it一个没有一个跟to do 一个跟be动词

感觉有没有it并没啥所谓；
如果是what it appears to be，这个what在宾语从句中做宾语， what appears to be，这个what在宾语从句中做主语。都能表达一样的意思的话就都可以吧。
