Let me answer your questions one by one
1. With a good GMAT I think you can apply to those programs above. Part Time programs are generally easier to get into than full-time. However a few thoughts here. First you are quite young for a part-time program. You may want to wait a bit and consider if a full-time program is not the right thing for you. I know it costs more, but depending on your goals, it might be the right choice.
2. Much of the education is similar. But what you miss is the career services, the internships, the support, the social events, and all these are major advantages. A part-time program is generally good if you know you want to continue in the same industry and company, but just want some managerial practices.
3. If these are your goals, then a part-time MBA will likely not get you there. Only a full-time MBA can really offer you the opportunity for such a career change. So you may want to reconsider your idea.
