大家好，想问一到02年8月的听力第30题

30、What do you make with the memo the dean sent out about later registrations.
You know i couldn't make heads or tails of it myself。

30. (A) He hasn’t received the memo.

(B) He doesn’t understand the memo.

(C) He doesn’t approve of the dean’s plan.

(D) He doesn’t need to read the memo.

答案为什么选b,我理解是他不能又做头又做尾，memo 可能是他写的，所以选D不用看了，是这样吗？请指教，谢谢！

heads or tails是扔铜板解决问题的意思，所以男的意思就是说没看懂！
