82. Defense attorneys have occasionally argued thattheir clients’ misconduct stemmed from a reaction to something ingested, but in attributingcriminal or delinquent behavior to some food allergy, the perpetrators are in effect told that they are notresponsible for their actions.

Question:

The subordinate clause introduced by IF uses present tense; why doesn't the main clause use the conditional "if x happens, then y will happen"?

只有虚拟将来的时候主句才会用will吧?高中时候学的主将从现,e.g. If it rains tomorrow, we won’t go to the park.(摘自百度文库)
本题说的是实际当中被告律师是怎么做的,类似于一般现在时表常见情况的感觉?没有强调criminal or delinquent behavior is attributed toan allergy to some food,那么将来到时候the perpetrators are in effect told that they are notresponsible for their actions. 这种感觉吧?
个人意见,如有错误望指正~

另附个人疑问:这个but的用法个人感觉很奇妙,不太理解,求指导
