求教一道关于OG的that指代问题

that在这里是指代from east to the west吗？可是我记得that只能指代名词啊~from east to the west很明显是个介词结构啊

“B． atfirst，时间状语放句首很简洁。这里用that代指了前面hurricanestravel的句子，that一般不能单独指代句子，所以B项也有瑕疵。但是相较于其他选项来说最简洁明了，语法上没有大错”
