when get interview?

I have a question that I hope experienced applicants could help:

For example, the application deadline is Oct the 8th.

And the school website indicates the interview notification is Nov the 8th.

Does this mean: before Nov the 8th, no applicant will get interview notification OR

this date is the last day to send interview invitation, i.e. btw Oct-8 and Nov-8, the school will give out interviews all the time?

We ask all applicants not to contact us prior to the interview decision
date as this can delay the processing time. However, if you have not
heard from us by the published date we do encourage you to contact the
relevant members of the MBA Marketing & Admissions Team (listed
below) who will be responsible for processing your application.
