in my opinion, in (D), there are two points which may be wrong:

1st, 'that'  is not so clear , meaning dwellings or being dwellings?

2nd, 'they' used here In (D) also figures on being dwellings instead of dwellings, so it is wrong to use ' they' but ' it '.

首先，cooperative apartment hours 是一种类型的dwelling, 在此处用asdwelling作为同位语，等于是说'operate as business'是dwelling的特性，其时这个应该是cooperativeapartment hours的特性。
其次。operate like business错，应该用as.
